Oregon taxes retirement income but excludes part of a FERS annuity for many retirees. Tell us the decision you are weighing and we match you with a Federal Retirement Consultant who serves Oregon, verifiable by name before the call.
If you are a federal employee in Oregon and you searched for a FERS retirement specialist, you are looking for someone who knows the federal system, not a general planner. A Federal Retirement Consultant is that: trained on FERS, CSRS, the TSP, FEGLI, FEHB and survivor rules, background-checked, and verifiable by name. Tell us the decision you are weighing and FFEBA matches you with an FRC who serves Oregon. Free, by phone, nothing filed.

That matters because the federal rules are identical in every state, but the take-home is not. A retirement date, a survivor election or a TSP withdrawal plan that is right in one state can land differently in another once state tax is counted. A consultant who serves Oregon reads your plan with that in view.
Oregon subtracts only the share of a federal pension earned from service performed before October 1, 1991, prorated by months of service. FERS began in 1987, so a FERS retiree has at most about four and a half years of that service, and most current FERS retirees subtract a small percentage or nothing and pay Oregon tax on the rest at rates up to 9.9 percent. A separate retirement income credit at age 62 requires household income under $22,500, or $45,000 jointly, so it reaches very few federal retirees.
Once you are retired, TSP withdrawals get the same pre-October-1991 proportional subtraction as your annuity, but withdrawals taken before retirement do not. Moving TSP money into another type of account such as an IRA strips its character as a federal pension, so future withdrawals no longer qualify.
Oregon does not tax Social Security benefits, and any amount included in your federal adjusted gross income is subtracted.
