That matters because the federal rules are identical in every state, but the take-home is not. A retirement date, a survivor election or a TSP withdrawal plan that is right in one state can land differently in another once state tax is counted. Ohio taxes your FERS annuity in full, since the only deductible retirement income is Social Security, certain Railroad Retirement benefits and uniformed services retired pay. The Retirement Income Credit is $25 on $501 to $1,500 of retirement income, $50 on $1,501 to $3,000, $80 on $3,001 to $5,000, $130 on $5,001 to $8,000, and $200 at $8,001 or more. A traditional TSP withdrawal past age 59.5 is fully taxable in Ohio just like the FERS annuity, and it counts as retirement income for the same capped credits. An early withdrawal not taken on account of retirement does not qualify for the Retirement Income Credit at all.
Ohio does not tax Social Security benefits, and because they are deducted they also do not count toward the Retirement Income Credit.
